City of Fredericton Wastewater Treatment Plant - Twenty Years of Phased Upgrades

The City of Fredericton Water Resource Recovery Facility is a secondary wastewater treatment plant that was initially constructed in 1970, with major upgrades performed in 1976 and 1994. In 2005 another expansion project was initiated with the undertaking of a Comprehensive Performance Evaluation. This initiative highlighted the need for an expansion and included the information required to prioritize the individual unit process expansions. The City retained CBCL Limited in December 2006 to further evaluate the existing infrastructure and recommend the most effective means of increasing the system capacity to meet both the current and future treatment requirements.
The preliminary design study completed in September 2007 provided the basis of design for an upgrade and expansion project developed to meet the Cityes needs for the next 25 years. However, limited funding for the project resulted in the requirements to phase construction of the upgrades. Ultimately a total of five phases were developed with the last phase scheduled for completion September 2024. This presentation will discuss the project from the preliminary design through completion highlighting lessons learned during a project developed in 2007 for a 25-year design life that ultimately took 17 years to complete.
